Formal Opinion 2018-01
(April 17, 2018).The
Speaker of the House of Representatives has requested opinions on several
gaming-related issues. First, he asks questions about the amendments to the
existing gaming agreements with the Mashantucket Pequot Tribe and the
Mohegan Tribe (Tribes), and the federal approval thereof, required by Public
Act 17-89. Second, he inquires about the implications of a decision in a
pending U.S. Supreme Court case that could result in the lifting of a
federal prohibition on sports betting. And third, he asks about the legal
consequences of legislation creating a request for proposal process for
sports betting or casino gaming.

(March 13, 2017). Governor Malloy requested an opinion, in light of the enactment of Special Act 15-7 and the
subsequent developments pursuant to it, of the risks associated with moving
forward with the process for authorizing a casino gaming facility operated
by an entity jointly owned by the Mashantucket Pequot Tribal Nation (MPTN)
and the Mohegan Tribe of Indians of Connecticut (Mohegan) (collectively,
Tribes).

What is the impact legislation authorizing daily fantasy sports contests may
have on the State's current revenue-sharing arrangements with the
Mashantucket Pequot Tribal Nation ("MPTN") and the Mohegan Tribe of Indians
of Connecticut (the "Mohegan Tribe," together with MPTN, the "Tribes").

opinion from your agency on the legality of devices known as "three button
slot machines," and whether these devices fall within the definition of
"video facsimile" as used in the agreements between the State of Connecticut
and the Mashantucket Pequot Tribe and Mohegan Tribe.

2004-022 (Dec. 17, 2004). This is in response to a request for an
opinion on the lawfulness of a proposed entertainment program at liquor
permit premises involving the playing of poker for prizes. The proposal
comes in the wake of recent announcements outlawing the betting on poker
tournaments due to criminal laws against gambling.

2003-018 (Nov. 25, 2003). This is in response to a request for an
opinion on certain issues concerning the repeal of the games of chance
statutes.These statues, until they were repealed, allowed Las Vegas Nights
charitable gambling in the state.

opinion concerning the continuing legality of the use of merchandise prize
wheels at bazaars in Connecticut in the wake of the repeal of the statutes
authorizing Las Vegas Nights charitable gambling and the use of money wheels
at bazaars.
