Disciplinary Matters Docket Standing Order



Effective January 1, 2024, all newly filed attorney disciplinary matters including, but not limited to:

  • Presentments,
  • Unauthorized practice of law matters,
  • Appeals of disciplinary orders issued by the Statewide Grievance Committee,
  • Reciprocal discipline petitions,
  • Presentments involving convictions of “serious crimes” in CT and other jurisdictions,
  • Interim suspension applications,
  • Resignations,
  • Reinstatement petitions, and
  • Inactive status petitions

shall be assigned to the Disciplinary Matters Docket of the Superior Court hereby established in the Judicial District of Waterbury at 400 Grand Street.

Unless otherwise required by law, on and after January 1, 2024, all new attorney disciplinary mattersshall be filed in Waterbury and assigned to the Disciplinary Matters Docket “DMD”, and all new attorney disciplinary matters required by law to be filed elsewhere, shall be transferred to the Disciplinary Matters Docket upon filing. The transfers of disciplinary matters under this order are made in accordance with General Statutes Section 51‐347b.

All transfers directed under this standing order are made for the efficient operation of the court and to ensure the prompt and proper administration of justice.

The Hon. Patrick L. Carroll III and the Hon. Barbara N. Bellis have been designated to preside over the docket

Upon filing or transfer, these matters will be assigned the prefix “DMD” to denote their assignment to the Disciplinary Matters Docket.

Disciplinary matters will proceed remotely but may, upon motion or Caseflow Request, JD-CV-116, be considered for in-person proceedings. Matters proceeding remotely will live stream unless otherwise ordered by the Court.

Dockets will be scheduled at a time and in a manner consistent with needs of the parties, counsel and the Court.

Attorneys and law firms without an exemption from electronic services must submit electronically in PDF format all exhibit documents on paperless Civil matters, for all hearings and trials. Electronic submission of exhibits is optional for self-represented parties.

The submission of electronic exhibits will occur in the E-Services site, by looking-up a case on which the logged-in attorney or self-represented party is appearing and selecting “E-File an Exhibit” from the dropdown menu. For all electronically submitted exhibits, the electronic exhibit that resides in the court’s e- filing database will be the official exhibit and will be deemed to be the original.

The following types of exhibits cannot be submitted electronically and will continue to be submitted in physical format:

  1. Any physical objects
  2. Video or audio files
  3. Any electronic files or physical documents that cannot be converted into PDF format
  4. Any exhibits ordered to be submitted physically by the court
  5. Any exhibit documents that must be submitted under seal

All exhibits must be submitted electronically by no later than ten days prior to the presentment hearing.

Counsel must disclose to opposing counsel and self-represented parties all exhibits proposed to be offered at the hearing prior to the day of the hearing, in sufficient time for counsel to review the proposed exhibits of the other party and promptly communicate to opposing counsel which documents may be offered without objection, and therefore be made full exhibits. Counsel and self-represented parties are directed to confer in advance in a good faith effort to resolve objections without the need for court intervention.

Failure to comply with this court order may subject a party to sanctions, including preclusion of exhibits.

Additionally, the respondent is ordered to appear for any status conferences and for the presentment hearing.
