Notice is hereby given that all Connecticut Attorneys and Authorized House Counsel must comply with the minimum continuing legal education (MCLE) requirement under Practice Book Section 2-27A(a)(1), for calendar year 2021. Any MCLE credits earned by Connecticut attorneys and authorized house counsel during the 2020 calendar year may be completely transferred to comply with the 2021 calendar year requirement, even if the amount exceeds the two hour cap provided for in the Rule. 06/22/21 -- Notice of Changes Regarding Temporary Restraining Orders and Civil Protection Orders

Effective July 1, 2021, and consistent with the Governor's Executive Order 12B, section 3 and sections 46b-15 and 46b-16a of the Connecticut General Statutes, any application for a Temporary Restraining Order/Relief From Abuse or a Civil Protection order must be accompanied by an affidavit made under oath that includes the specific facts that form the basis for relief. After 5:00 PM on June 30, 2021, it is no longer adequate to file the application documents under penalty of false statement.

                   RE: RESUMPTION OF JURY TRIALS IN STATE COURTS


Fifteen months ago, the COVID-19 pandemic prompted the suspension of jury trials. Now, with the virtual elimination of pandemic-related public health restrictions by the Centers for Disease Control and Prevention and the Governor, the broad availability of COVID-19 vaccinations, the encouraging reduction of statewide COVID positivity rates, enhanced sanitization and ventilation protocols and procedures within our buildings, and the retrofitting of Judicial Branch facilities to provide the highest level of health and safety protection for prospective jurors, employees and other stakeholders, the time has come for us to restore the essential and fundamental component of our system of justice – the right to a trial by jury.

Accordingly, by direction of the Chief Justice, the Judicial Branch will resume summoning jurors to courthouses throughout the state to restart the jury trial process as of June 1, 2021. As we have done since the beginning of the pandemic, we are undertaking this jury resumption initiative in continuing consultation with Connecticut public health officials and in compliance with directives from the Governor.

We remain committed to assuring that all of our facilities are safe places within which to summon jurors and conduct jury trials. With that goal in mind, we have dispatched our personnel to re-inspect all of our buildings and courtrooms where trials will be held to assure that all appropriate protective measures are in place. Chief Clerks and Chief Judicial Marshals are meeting with their respective staff members to assure that safe, efficient and courteous procedures are in place to welcome and screen prospective jurors into our courthouses. Among other precautions we are taking, we will have ample supplies of personal protective equipment (PPE) for distribution to jurors, litigants, witnesses and others who may request such PPE. Hand sanitization stations will be visible and available throughout our facilities. Protective microphone coverings will be available in each courtroom. Face shields will be available, as needed, for witnesses as they testify to assure that facial expressions may be observed and assessed during testimony. At least in the initial stages of the jury resumption initiative, the plans to hold jurors and conduct jury deliberations in a courtroom adjacent to the courtroom where the trial is being held will remain in place. Naturally, the trial judges will also have the flexibility to order additional measures as the judge deems necessary to address concerns expressed by jurors or litigants during the proceedings.

Through this process, we will take every step necessary to assure jurors, counsel, litigants and staff that their safety remains our primary concern and that we have taken, and will continue to take, all appropriate steps necessary to assure that safety.

All nominations must be in writing; please use Judicial Branch form JD-MS-30 for individual awards and JD-MS-29 for the unit awards. You may also send an email providing the necessary information regarding the marshal or unit to be considered for an award. 04/28/21 -- Effective June 1, 2021, the Danbury field office of the Judicial Branch's Support Enforcement Unit, located at 71 Main St., will close, and a full-time office will open in the Litchfield Judicial District Courthouse in Torrington, located at 50 Field St. All support enforcement matters from the Litchfield and Danbury judicial districts will be managed through the Torrington office, along with any matters filed in those areas under the Uniform Interstate Family Support Act. Please also note that support enforcement matters requiring court action will continue to be heard in their respective Judicial District courthouses.

06/16/20 -- Notice Regarding the Client Security Fund Fee: On March 24, 2020, the Rules Committee of the Superior Court suspended the operation of certain rules of practice and procedure for the duration of the present public health emergency, including Practice Book § 2-70 concerning collection of the annual client security fund fee. As a result, collection of the 2020 client security fund fee has been suspended until further notice. Attorneys will be notified once suspension of the rule has been lifted and a new due date for the 2020 fee has been established. The foreclosure by sale ordered in this matter is being re-scheduled to prevent a potential gathering of individuals at the auction site.
Accordingly, the Court is opening the judgment sua sponte solely for the purposes of setting a new sale date of August 22, 2020.
The Committee is instructed to incur no additional fees and costs prior to July 15, 2020. It is further ordered that no new appraisal is required for the new sale date and the requirement that the sale be advertised by legal notice in a newspaper is hereby dispensed with. Advertising of the new sale shall only occur on the Judicial Branch’s Foreclosure Listing website. The Committee shall remove the foreclosure sign from the premises and inform any potential bidders that the sale has been rescheduled. The Committee is not required to appear at the premises at the date and time of the sale.

The Judicial Branch has created a Legal Notices page on the Judicial Branch website for orders of notice by publication issued by the court in civil and family cases. This new web page will be available January 2, 2020.
Historically, such notices have been ordered to be published in a newspaper. The new Legal Notices webpage will allow parties, when ordered by the court, to send their orders of notice to the Judicial Branch for publication on the Judicial Branch’s website at no cost. Names published on the Legal Notices webpage will be searchable online. It is expected that this will save a great deal of time and expense, and provide greater accuracy and broader notice than newspaper publication.

The Reporter of Judicial Decisions prepares the headnotes, which are not part of the opinion. As such, the opinion alone should be relied upon for the reasoning behind the decision.
