Connecticut Judicial Branch e-filing logoe-filing Statement

There is no question that given the increasing reliance on computers and web-based applications the courts must keep pace with the use of new technology. The Federal Courts have already taken steps to implement an electronic filing system nationwide. Here in Connecticut, electronic filing was made available in our Federal District Court in December of 2003. The underlying basis for this is the cost reductions associated with this technology. All State Courts are faced with budgetary constraints and are studying and implementing, electronic access to court records and electronic filing.

Over the past year, the Connecticut Judicial Branch has experienced budgetary constraints that have resulted in significant staff reductions. These staff reductions, coupled with the options and complexities of court procedures, have outpaced the Judicial Branch’s ability to manage the processing of cases in a manual/paper environment.

At the same time, there has been a major shift in the way government business is conducted. More and more governmental agencies are allowing access to their business processes through the Internet. The Judicial Branch has taken similar steps over the last several years. The next logical step in this process is to offer electronic filing to attorneys and litigants. The Judicial Branch will be in the forefront of how government’s business is conducted today by offering electronic filing with an integrated Case Management and Document Management System.

The Honorable Joseph H. Pellegrino
Chief Court Administrator
